Item Implementation of the National Incident Management System in New Jersey(2010-03) Clark, Len Elisha; Henderson, Lenneal J.; Callahan, John; Sylves, Richard; University of Baltimore. Doctor of Public AdministrationThe implementation of the National Incident Management poses some unique challenges to the emergency management community. This research project seeks to examine "What theories of implementation inform the assessment of the implementation of the National Incident Management System by municipalities in New Jersey." This project based its theoretical grounding in the "Top-Down" influences of Mazmanian & Sabatier and the "Third Generation of Implementation Research" identified by Goggin, O'Toole, Lester & Bowman. This project used data from one Federal Fiscal Year, 2008. Leveraging the strengths of a mixed method research model, based upon concurrent quantitative and qualitative examinations, this project drew its data from a previously vetted federal survey tool, NIMSCAST and relevant data from a variety of state sources. This project sought to determine the individual and combined effects of the number of involved agencies, funding, location, and disaster history as implementation outputs. In addition, this project examined operational outcomes associated with after-action reports and the implementation of this system. The results of this research challenged many of the accepted theories and revealed the need for additional research into the system, its outputs and outcomes.Item The United States policy toward Iran and Saudi Arabia(2017) Bierly, Katherine; Political Science; International StudiesThis thesis will try to understand what the differences in policy between the United States is with Saudi Arabia and Iran and how the policies influence the relationship. Another aspect of the paper is how the United States' supports Saudi Arabia over Iran. The United States economic policy is more supportive of Saudi Arabia than it is of Iran. The military policy is also more favorable toward Saudi Arabia than Iran. The last forty years changed the United States' interests in Iran and Saudi Arabia. Even though both countries have been affected by terrorism, the United States supports Saudi Arabia. The sections discussed through this thesis will be a brief overview of the history of the countries examined. After the history, the economic policy of the United States will be discussed. The United States military and defense policy will be explained as well. The paper will conclude with how both countries are affected by extremist terrorism.
