Abstract
How much discrimination is there in contemporary public contracting in the United States? Because these contracts cover
almost everything available in commercial markets and because virtually all governments need to make purchases and have the authority to do so, no definitive answer can be given to a question of such scope and complexity. Nevertheless, forming a reliable estimate is essential for at least two reasons
