The measurement tool was a pen and paper questionnaire. This descriptive study involved comparing the respondent’s answers concerning at-risk children from their developmental years through youth. The questionnaire resulted in perceptions being mostly the same aside from some differences concerning criterion in identifying at-risk children and the impact of at-risk identification.
