Item Anti-Reflecting Surfaces Using Two-layer Motheye Structures for Spinel Ceramic Windows(2018-09) Tu, Chaoran; Menyuk, CurtisWe design and optimize a two-layer pyramid motheye structures for long wavelength MgAl₂O₄ spinel ceramic windows. We show that a two-layer pyramid motheye structure can achieve average transmission of 98.96% from 0.5 µm to 5 µm.Item HLTCOE Participation in TAC KBP 2016: Cold Start and EDL(National Institute of Standards and Technology, 2016-11-14) Finin, Tim; Lawrie, Dawn; Mayfield, James; McNamee, Paul; Laspesa, Jessa; Latman, MichealThe JHU HLTCOE participated in the Cold Start and the Entity Discovery and Linking tasks of the 2016 Text Analysis Conference Knowledge Base Population evaluation. For our fifth year of participation in Cold Start we continued our research with the KELVIN system. We submitted experimental variants that explore use of linking to Freebase across three languages and add relations beyond those required by Cold Start. This is our second year of participation in EDL. We used KELVIN in all runs.Item Third-Order Nonlinear Optical Properties of ALD Grown TiO₂ Films by Thermally Managed Z-scan Method(Optical Society of America, 2018) Basaldua, I.; Burkins, P.; Kuis, R.; Kropp, J. A.; Gougousi, T.; Johnson, A. M.Thermally managed Z-scan performed on ALD grown TiO₂ films demonstrated n₂ values of 1.7×10⁻¹¹ and 1.94 × 10⁻¹⁰cm²/W for films grown at 100°C and 250°C, respectively – greater than 1000X that of other growth methods.Item Welfare to Work Propensities: Administrative Record Evidence(American Economic Association, 2010) Zhang, Ting; Gerlowski, DanThe study examines the role of home-to-new-job-hub distance on employment propensity using a unique dataset compiled from integrated micro-level administrative records of work-eligible welfare recipients and earnings. Our empirical findings confirm the Spatial Mismatch Hypothesis. Our home-to-new-job-hub distance measure is an innovative weighted measure incorporating both abundance of actual employment opportunities and geographic distance. Other unique contributions of this study include using point-to-point residence and job hub locational information, modeling with community controls, and industry specific analysis. This study also identifies policy implications in advancing employment prospects of inner-city residents receiving government assistance.
