With the first count of votes in the July 2022 Democratic Primary in Montgomery County, MD, now available, Sunil Dasgupta talks with veteran journalist Louis Peck about the implications of another razor-thin margin in the county executive race between incumbent Marc Elrich and challenger David Blair. A recount is coming, independent expenditure in local elections is here to stay, and low turnout remains a structural problem in "one-party" jurisdictions where primary victory is tantamount to winning in the general.
