dc.description.abstractSmall island states face compounded disaster risks due to climate change, resource constraints, and systemic vulnerabilities. Traditional linear management models often fail to address the complex and emergent nature of these challenges. This study proposes a theoretical framework for enhancing disaster management in small island states by applying the Cynefin Framework as a sense-making tool for complex situations. The study aims to examine how this contextual decision-making approach can address the unique disaster vulnerabilities of small island states by providing appropriate response strategies across different types of environments—from clear to complicated, complex, and chaotic contexts.
