Annual Review: Assistance in Community Integration Services (ACIS), CY 2019 to CY 2023

Abstract

The goals of the ACIS program are to reduce unnecessary health services use, increase housing stability, and improve health outcomes for Medicaid participants at risk of institutional placement or homelessness. CMS requires the Maryland Department of Health (the Department) to assess pilot programs operating under the state’s §1115 demonstration waiver using both quantitative and qualitative approaches. At the Department’s request, Hilltop conducted a quantitative analysis of participant characteristics and service utilization for individuals enrolled in ACIS during calendar years (CY) 2019 to CY 2023. This report provides the results of Hilltop’s analysis.
