dc.description.abstractThis study proposes a methodology to measure and compare the 9 operational outcomes of airport capacity before and after the implementation of 10 improvement programs at discrete periods at Atlanta Hartsfield/Jackson International 11 Airport (ATL). In this analysis, the percent of airport capacity utilized is a function of 12 operations, total demand, taxi-out times, and ceiling/visibility conditions. The outputs of a 13 stochastic frontier model indicated that the mean technical efficiency slightly declined to 14 0.98 in the 2016 sample, down from 0.99 in both the 2012 and 2015 samples. However, 15 the decline in technical efficiency can be misleading. Moreover, the outcomes of spectral 16 analysis indicated that ATL was able to reduce the amplitude and number of peaks per 17 cycle in the 2016 compared with the other samples, which resulted in improved capacity 18 utilized and on-time performance in a context of increasing operations.en_US
