Abstract

New York Governor Kathy Hochul's decision to suspend New York City's congestion pricing program less than a month before it was set to begin charging drivers, left license plate readers as a fossilized reminder of what could have been: a rare policy that quickly curbs planet-alert emissions and becomes popular soon after implementation. Like Barcelona's superblocks: first they complain, then everyone wants it.
