An Analysis of Five Local Noise Control Programs

Abstract

Section 14 of the Noise Control Act of 1972 requires the Environmental Protection Agency (EPA) to provide technical assistance to state and local government agencies in developing noise control programs. As part of its goal in fulfilling that mandate, EPA's Office of Noise Abatement and Control (ONAC) contracted with a consulting firm in Rockville, Maryland to develop case histories of several local noise control programs. These programs were considered to be representative of successful noise control programs in the regions in which they are located; two study sites were in the Southwest-- Albuquerque, New Mexico; and Colorado Springs, Colorado. Others selected include Hillsborough County, Florida; Minneapolis, Minnesota; and San Diego, California. The case histories were developed to enable noise control officials from other counties and municipalities to benefit from the experience of these communities in developing and enforcing a noise control ordinance.
